IS THERE ANY WAY (MB2)

TO RUN THIS GOD DAMN GAME AT HIGH SETTINGS WITHOUT LAG? I mean, it came out in what? 2003? WHY does my 1GB DDR5 and i7 processor lag? And another thing, why can't I play the game in full-screen and alt-tab without crashing? Or ctrl+esc. Or minimize. I would LOVE to play the game at high settings, but it drops me down to 15 FPS. I can run Skyrim on Ultra but OHGAWDNO this game can't run steadily on medium.

I run it at 65 fps with it at at least high o-o idk why that would be happening lol
